A forward change is a local time that does not exist. A backward change is a local time that happens twice. Zero rows means you do not move the clock for that city in that year. There is no separate page per city name.
The source is the runtime IANA timezone database through Luxon. It is not a transcription of a government notice.
A future rule change may be missing from this database. The second shown is the sample around the offset change, not statutory wording. This screen does not repair one typed local time.
